1. Missions

The main missions of the Human Resources Department (DRH) are based on four main areas

  1. The individual and collective administrative and financial management of all the institution's personnel, whether they are permanent, contractual or part-time. The HRD is involved in all stages of this management: recruitment, promotion, internal or external mobility, pay, retirement. These actions are carried out in conjunction with the components, departments and common services. Aix-Marseille University has more than 7,500 permanent staff (permanent or contractual) and recruits approximately 5,000 temporary staff each year. Collective management operations are examined by the institution's internal bodies: the Joint Institutional Committee, the restricted Board of Directors, and the restricted Academic Council in particular.
  2. The management of resources allocated to the institution, in terms of jobs and payroll. In this respect, the HRD prepares the annual budget dedicated to the payroll and monitors its execution, in connection with variations in personnel management. At the same time, it plans the annual employment ceiling. This specific management control activity is also reflected in the provision of information to the components on their payroll consumption (e.g. overtime).
  3. The implementation of the institution's human resources management policy, in line with the multi-year establishment contract. The implementation of this HRM policy - in areas such as compensation policy, working hours, management of contractual staff, and staff training policy - is also part of an ongoing social dialogue led by the institution's management and embodied in the Technical Committee, which the HRD manages. In this perspective, the HRD is responsible for drawing up a forward-looking management plan for the institution's jobs, staff and skills.
  4. Receiving, advising and informing all personnel on any question relating to their administrative situation or their career. The Management can provide answers to your questions concerning a need for training, a desire for mobility, or a question about the methods to be considered for career development; advice can also be given on questions of validation of service, or retirement or support for the disabled.

Since September 1, 2014, these various missions have been divided into 5 Pôles of activity within the department:

  • The Management Pole, which handles financial management, collective operations and regulatory monitoring ;
  • The Payroll/Employment Pole, which monitors the institution's resources;
  • The GPEEC Pole, which implements AMU's policy on training, recruitment/mobility, competitive examinations and support for the disabled;
  • The Quality Pole, which is responsible for internal control, legal monitoring and litigation, as well as user assistance for HR tools;
  • The Pôle Gestion des DRH de campus (Campus HRD Management Unit), whose objective is to provide local HR services for employees assigned to components and/or remote sites, in terms of administrative management and GPEEC.
