The Accounting Officer is appointed jointly by the Minister for Higher Education and the Minister for the Budget, on the proposal of the University President. He performs his duties in accordance with the rules set out in Decree no. 2012-1246 of November 7, 2012 on public budgetary and accounting management.
Its mission is twofold: to keep the school's accounts and produce an annual financial statement. He has the independence required to carry out his duties as public accountant: taking charge of and collecting revenues, paying expenses, and keeping and safeguarding funds and valuables belonging to or entrusted to the establishment.
He participates in an advisory capacity on the Board of Directors and other university administrative bodies. As a key player in the modernization of budgetary and financial policy, he advises the President in his areas of responsibility, and assists him in the management of the institution.
At Aix-Marseille Université, the Accounting Officer, assisted by a Deputy Director, heads the Accounting Agency, which is organized around the following three main business units:
- The Accounting Department at the Pharo headquarters.
- Pôle Facturier at the Saint-Charles site.
- Pôle Visa Paye at the Pharo site.
A "Service Pilotage & Opérations Transverses" unit ensures internal control of the Accounting Agency.
