University Mediator

The University Mediator is elected by the Board of Directors on the proposal of the President of the University. His term of office is 3 years, renewable once. The Mediator is chosen from among teacher-researchers or researchers who do not exercise any function of responsibility within the institution or who, having fallen under these statutes, are no longer in activity. It is independent of the University's various decision-making or management bodies and has the necessary resources to carry out its mission. He is bound by a duty of confidentiality.

The Mediator may be informed by a request of any situation or dispute concerning the relations between the establishment and its staff or users which, after exhausting all contacts with the services concerned, has not found a response or solution deemed satisfactory by the requester. In the event of proceedings before a court, referral to the Mediator is only possible if it is aimed at finding an amicable solution that can be accepted by the parties before the decision is taken by the court seised. The President of the University may also refer the matter to the Mediator to act in disputes between persons if they relate to the University's missions and if the latter have previously given their agreement to the Mediator's intervention.

The Ombudsman shall be informed by a request sent to him by letter, including by e-mail, stating the reasons for the request. The Ombudsman then decides, within a short period of time, on the admissibility of the request and in particular its conformity. He shall inform the applicant of his decision.

When the Mediator has declared the request admissible, he shall inform the President of the University and shall examine the case by any means he considers appropriate. He may then call upon the administrative and technical services of the University as necessary. At the end of this investigation, which must not exceed a reasonable time, he may reject the request and must then inform the applicant by a reasoned letter and inform the President of the University of this rejection.

If he considers the request to be well-founded, he shall propose a reply or solution which he considers appropriate and shall immediately communicate it to the President. The applicant shall be informed by the Ombudsman of the meaning of his proposal. When the President of the University refers the matter to him, he communicates the solution he proposes. In all cases, the final decision is the exclusive responsibility of the President of the University.

The Ombudsman sends an annual activity report to the President of the University and presents it to the Governing Board.
