The Department of Legal and Institutional Affairs is responsible for providing legal advice on the governance and components of the university, the drafting and validity of the agreements and conventions concluded by the university and the organization of the various operations relating to the institutional life of the university. The Archives Service is attached to it and is responsible for ensuring the application of legislation relating to public archives, ensuring their organization, collection and proper conservation, while providing the University's services and components with advice and assistance with tools adapted to their needs.

The Board of Directors determines the policy of the institution. In this capacity, it approves the contract for the establishment of the university, votes the budget, approves the accounts, approves the agreements and conventions signed by the president of the establishment and, subject to the special conditions laid down by decree, loans, equity investments, the creation of subsidiaries and foundations provided for in Article L. 719-12 of the Education Code, the acceptance of gifts and legacies and the acquisition and disposal of real estate. The Board of Governors adopts the University's rules of procedure, determines, on the proposal of the President and in accordance with national priorities, the allocation of posts allocated to it by the competent ministers and authorises the President to take any legal action. It also adopts the rules on examinations, approves the annual activity report, which includes a balance sheet and a draft, presented by the President. Finally, it may delegate some of its powers to the President, with the exception of those mentioned in 1, 2, 4 and 8. The latter shall report to the Board of Directors as soon as possible on the decisions taken pursuant to this delegation.

(3) ACC - Academic Council

The full academic council shall be consulted or may express its wishes on the orientations of policies on training, research, the dissemination of scientific, technical and industrial culture and scientific and technical documentation, the qualification to be given to vacant or requested teaching and research posts, the application for accreditation mentioned in Article L. 613-1 and on the establishment contract. The ACC shall propose to the Governing Board a multi-annual disability policy master plan covering all areas of disability. Following the opinion of the technical committee mentioned in Article L. 951-1-1 of this Code, this scheme defines the objectives that the institution pursues in order to fulfil the obligation instituted by Article L. 323-2 of the Labour Code. It shall be consulted on all measures to guarantee the exercise of academic freedom and the trade union and political freedoms of students.

In training restricted to teacher-researchers, it is the competent body, mentioned in article L. 952-6 of the present code, for the examination of individual questions relating to the recruitment, assignment and career of teacher-researchers. It deliberates on the integration of civil servants from other bodies into the teaching and research staff and on the recruitment or renewal of temporary teaching and research attachés. When it examines in restricted training individual questions relating to teacher-researchers, other than university professors, it shall be composed equally of men and women and equally of representatives of university professors and other teacher-researchers, under conditions specified by decree.

The Academic Council brings together all the members of the Research Commission (40 members) and the Commission on Training and University Life (40 members), i.e. 80 members divided by college and subdivided into training sectors.

4. RC - Research Commission (RCD)

Since the Higher Education and Research Act (2013-660 of 22 July 2013), the Research Commission has the right to vote in order to allocate research funds (in accordance with the strategic framework defined by the Board of Directors), set the rules for the operation of laboratories, implement measures to encourage the development of activities to disseminate scientific, technical and industrial culture and offer (for restricted training) access to the emeritus of lecturers and professors.
The Research Commission remains consultative in all matters relating to agreements with research organisations. The Research Commission prepares the work and deliberations of the Board of Directors concerning the Institution's research policy.

5 CFVU - Commission for Education and University Life (DEVE)

The Commission on Education and University Life comprises 40 members, including 32 members representing teacher-researchers, teachers, researchers and students, 4 members representing B.I.A.T.S.S. staff and 4 members representing outside personalities.
The Commission is consulted on the guidelines for initial and continuing training courses, on applications for authorisation and plans for new courses and on the evaluation of courses. It prepares measures to implement student guidance and validation of prior learning, facilitate students' entry into working life, promote cultural, sporting, social or associative activities offered to students and improve their living and working conditions.

It shall examine, in particular, measures relating to support activities, academic and social works, medical and social services, libraries and documentation centres. It is the guarantor of student political and union freedoms. It can be consulted by the President on the conditions of use of the premises, on the composition and the modalities of functioning of the Pedagogical Commission in charge of examining the requests for validation of the acquired knowledge. Finally, the commission can issue wishes.

It elects from among its members, under the same conditions as the Vice-President of the CFVU, its Student Vice-President in charge of student life issues in connection with the Regional Centres for University and School Works. The Commission on Formation and University Life establishes its internal regulations by an absolute majority of the votes cast.

7. CHSCT - Health, Safety and Working Conditions Committee

  • Creation and implementation of the CHSCT

The CHSCT (health, safety and working conditions committee) of Aix Marseille University was created by a decree of 24 April 2012 and an order of constitution of 2 July 2012.

  • Competences of the CHSCT

One of the main measures of the agreement of 20 November 2009 on health and safety at work is to have added a competence on working conditions to the committee's competences on health and safety. This concept of working conditions covers the following areas :

- Work organization (workload, pace, arduousness of tasks, broadening and enriching tasks),
- The physical work environment (temperature, lighting, ventilation, noise, dust),
- The layout of workstations and their adaptation to human beings,
- The construction, layout and maintenance of workplaces and their annexes,
- New technologies and their impact on working conditions.

  • Missions of the CHSCT

The CHSCT has a certain number of prerogatives in terms of observing the implementation of health and safety provisions, analysing work situations and making proposals for risk prevention.

  • Groups visiting premises and sites

The purpose of these visits is to observe working and hygiene conditions and identify what can be improved, make recommendations to the heads of department and propose preventive actions that can be included in the annual prevention plan.
