SPECIAL FEATURE: National Employment Fund - FNE

Training aids: the National Employment Fund

The purpose of the FNE-Training Agreements is to implement professional training measures.

The epidemic crisis linked to the coronavirus - Covid-19 - can cause a company's activity to drop. In the event of prolonged under-activity, or even a total halt in activity, the company can ask to benefit from the FNE-Training in place of partial activity in order to invest in the skills of employees.

1. Presentation of the SFPC

In collaboration with our public and private partners in research and business, we are constantly improving our training and service offer to adapt to the new needs of individuals and companies. With its capacity for innovation and its excellent training offer, Aix-Marseille University helps the actors of society to develop their skills. In this respect, it implements and offers services adapted to current issues, for individuals and companies.

1.1 Benefits of continuing education
It promotes the employability of individuals, the competitiveness of companies and accessibility to knowledge and research. It is a real challenge for companies, which must constantly adapt employees' skills to individual aspirations and market needs in order to remain competitive.

1.2 The target groups for continuing education
Continuing vocational training - part of lifelong learning - is aimed at individuals who have entered working life and wish to deepen or complete their training, with a view to requalifying, updating or broadening their skills. Set up by the universities, the continuing education offer is accessible regardless of the age of the adult applicant, his or her level of study and professional situation. Employees, job seekers, individuals and communities can therefore benefit from it.

1.3 And for students?
Accessible to students, work-linked training combines a theoretical learning phase at the university with a practical learning phase in a company. There are two types of contracts for work-study training: the apprenticeship contract and the professionalization contract.

1.4 The services offered
The services offered by continuing education cover three main areas:

  • Consulting and project development for individuals and companies;
  • Modular and adapted training courses;
  • Targeted support for professional development and assistance with retraining.

2. Quality approach

A major lever for professional development and competitiveness, the Continuing Professional Education Service, SFPC, coordinates and leads within AMU the policy of its President, under the aegis of the Ministry of Higher Education, Research and Innovation as well as the Ministry of Labour. In 2017, the SFPC, already ISO 9001 certified since 2012, led all of AMU's continuing education towards the FCU Véritas and Qualicert QOF quality certifications required by the funders. Today, and in order to meet the expectations of the legislation, the SFPC has worked to obtain the Qualiopi certification.

The quality approach is fully in line with the requirements and quality criteria set out in the law of 5 March 2014 on professional training, employment and social democracy.

2.1 ISO 9001 standard
The ISO 9001 standard is an international standard, it defines the requirements of a quality management system: the main goal pursued for the service by this approach is to improve the services offered but also to increase the satisfaction of internal and external beneficiaries. The certification is granted for a period of 3 years by an accredited organization with an initial audit, followed by renewal audits every 3 years and follow-up audits every year to measure the proper functioning and evolution of the quality system. The general philosophy of the quality approach is part of a process of continuous improvement, which means that it is a source of progress and innovation and is a major lever in the management of teams. It is a tool that promotes change in the following areas

  • Human resources: organization, mobilization and dynamization of teams
  • Planning and supervision of training activities
    • Implementation of procedures and transparency
  • Development and management of projects: steering of stages and reliability
  • Evaluation of the services offered: traceability, vigilance and satisfaction measurement

2.2 Internal regulations and general conditions of sale
Like any public institution, the Continuing Professional Training department has its own internal regulations for the attention of all persons involved in continuing professional training. The training market is subject to certain rules of commercial activity whose sales processes respond to a legal framework surrounding the transaction. The general sales conditions are legal and obligatory information which constitute the basis of the commercial negotiation. They define the responsibility of each party, buyer and seller, and limit disputes.

2.3 Certificate Qualiopi: we are the first French university to have obtained this national certificate!

Following the Law for the Freedom to Choose one's Professional Future of 5 September 2018, training organizations must certify the quality of actions contributing to the development of skills to benefit from public or mutualized funds. Despite the health crisis linked to covid-19, AMU's Continuing Professional Education Department wanted to respond as soon as possible to this national obligation. Following the audit on 23 and 24 June, the AMU FC obtained Qualiopi certification for 4 years.

2.4 We are Datadocked!

AMU's continuing education is referenced in Datadock, a database of training organizations that meet the requirements of quality criteria.

3. Monitoring of continuing education activity (CE)

The SFPC, guarantor of the institution's policy, ensures the framework and development of continuing education.

Within the framework of the quality approach, we evaluate the satisfaction* of our public in order to allow us to continuously improve our services:

  • Reception, Integration and Professional Orientation = 99%.
  • DAEU = 91
  • Skills assessment = 100%.
  • Preparation for administrative competitions = 100% with an insertion rate of 65% after 12 months

Figures relating to satisfaction rates for the year 2019 :

The pricing of specific diplomas for continuing education and those with adapted courses for CE trainees, is submitted each year to the opinion of the Training and University Life Council and validated by the Board of Directors .

Continuing education trainees have the possibility of following either specific training courses or national diplomas offered at the university. The follow-up of this activity is done on the basis of different indicators as the time goes by.
