The "Welcome to France" strategy, presented by the Prime Minister in November 2018, was launched to improve the attractiveness of French higher education institutions.

France, 4th country for the reception of international students and first non-English-speaking country, currently has 324,000 international students. The objective by 2027 is to welcome 500,000 foreign students.


The aim is to welcome more foreign students and in better conditions. This strategy will make it possible to develop measures to improve reception (French as a foreign language courses, English courses, sponsorship programmes, etc.), in particular through the accreditation of institutions. As part of this strategy, differentiated tuition fees are being introduced for non-EU students who will enter the French higher education system at the beginning of the 2019 academic year at the bachelor's or master's level. An exemption system is also being developed.
