Election of student representatives to the CNESER from 7 to 18 June 2021

In order to ensure the renewal of the student representation within the CNESER, an election is planned to take place from Monday 07 June 2021 to Friday 18 June 2021 (postal vote only).

11 seats of student representatives (11 titulars and 11 substitutes) are to be filled within the National Council of Higher Education and Research (CNESER), for a 2-year mandate. At Aix-Marseille University (category 1 institution), the elected students (titulars and substitutes) of the central councils of the university, verifying the quality of voter on Tuesday, May 11, 2021, are voters in this election. 3. Electoral list

The provisional electoral list will be posted on Monday, May 3, 2021 at the University's headquarters (Pharo site) and will be available on the DAJI website.

NB: the main voters are the elected students (titular and substitute) of the AMU central councils (CA - CFVU - CR). The final electoral list will be published, according to the same procedures, on Tuesday 11 May 2021 (afternoon).

4. How to apply :

In accordance with the ministerial decree, the lists of candidates (printed in black ink on white paper measuring 21cm x 29.7 cm on a single page), associated professions of faith (printed in black ink on white paper measuring 21cm x 29.7 cm on a single page) and individual declarations of candidacy accompanied by the corresponding supporting documents are to be submitted to the:

Lists of candidates shall be submitted either directly or by registered letter with acknowledgement of receipt to the above address no later than :

Monday, 3 May 2021 at 12 noon

Each list of candidates shall respect the parity between women and men and shall include as many names of titular candidates and substitute candidates as there are seats to be filled, i.e. eleven titular and eleven substitute candidates.

Each list of titular candidates is composed alternately of one candidate of each sex.
In application of article D232-10 of the Education Code, the candidates on a list, whether full or substitute, must all be registered in a different establishment.

No one may be a candidate on more than one list.

The names of the titular and substitute candidates are indicated in the preferential order of election, each substitute appearing as a second number after each titular.

Only the following must appear in full on each list

  • the name of the list, accompanied, where appropriate, by its representative acronym
  • the title of the list, accompanied, where appropriate, by its representative acronym
  • the surname and first name of the candidates;
  • the public scientific, cultural and professional institution in which they are regularly enrolled
  • the diploma prepared and the current year of study;
  • if applicable, the name of the student organisations presenting the list or supporting it.

The individual declaration of candidacy filled in and signed by each candidate and each substitute candidate must be accompanied by proof of his/her identity, the institution in which he/she is registered and the degree he/she is preparing.

A receipt is issued when a list of candidates is submitted.

The lists of candidates received are checked under the conditions provided for in the third paragraph of article D. 232-10 of the aforementioned Education Code. If necessary, they are rectified within one clear day from the notification of the ministerial request for rectification.

5. Transmission of the voting material :

5.1 - Sending by the university of the voting material to the electors :

The voting material by mail is sent by the Directorate of Legal and Institutional Affairs (DAJI) of the university, by mail, by registered letter with acknowledgment of receipt, to the personal address of the elector (or his proxy), no later than Friday, June 4, 2021 (day of dispatch).

5.2 - Proxies :

An elector may, at his request, appoint a proxy to receive the voting material in his place. It is the responsibility of the latter to transmit the material to him after receiving it.
The proxy can only be a student regularly registered in the same establishment as the adult voter.

No one may hold more than one proxy.

This proxy is established, preferably at a distance, under the following conditions

When the principal justifies, either because of health circumstances, or for reasons related to the course of his or her studies, the exercise of a professional activity or for health reasons, the impossibility of receiving the voting material at home.

In this case and after verification of the reason by the university, the proxy form to be filled in by the elector is sent to him/her by electronic means with a request for acknowledgement of receipt.
It is then up to the principal to return the proxy by the same means, to the address

The proxy forms must include:

  • The full name and signature of the principal
  • The surnames and forenames of the proxy he/she designates

And must be accompanied by

  • A copy of the principal's student card
  • A copy of the principal's identity card

Until May 12, 2021, 12:00 a.m., the principal can denounce a previously established mandate, according to the same procedures. In case of denunciation of the previously established mandate, the elector cannot designate another proxy.

After Wednesday, May 12, 2021, a mandate duly established and not denounced according to the procedure described above, is irrevocable and presumed to be fully executed.

6. Voting Procedures for Electors:

Absentee voting shall be conducted in the following manner:

The elector:

  • Inserts his ballot in envelope n°1 (blue) ;
  • Inserts this envelope n°1 in the envelope n°2 on which he/she signs and fills in the required information;
  • Put the previously closed envelope n° 2 in the envelope n° 3, which he/she sends, exclusively by post, to the president of the national commission.

NB: The elector must transmit his vote by using exclusively the voting material provided by the administration. The elector must send his vote by post, the postmark being proof of the sending. The postal sending must reach the president of the national commission:

Between Monday, June 7, 2021 and Friday, June 18, 2021 at midnight

7. Candidatures declared admissible :

The lists of candidates, possibly accompanied by a profession of faith, will be put online on the website of the DAJI of the university and posted at the headquarters of the university (site of Pharo-Marseille).
